Returns a paginated list of opaque user identifiers (email or UUID) that have pending movements awaiting
recipient resolution. Each result is aggregated by source identifier and type, showing the number of
unresolved movements for that recipient.

Movements are pending resolution when they were created with an email or UUID identifier but no
recipient mapping exists yet.
